Ildefonso Guajardo

Mr. Ildefonso Guajardo served as the Secretary of Economy of Mexico from 2012-2018. The policies and free trade agreements he promoted during his tenure helped open new markets for Mexico’s businesses—particularly for small- and medium-sized firms, increased the country’s competitiveness, and attracted higher levels of foreign direct investment. Mr. Guajardo was responsible for expanding and strengthening Mexico’s commercial agreements with key global partners. He coordinated Mexico’s negotiating team for the recently signed United States-Mexico-Canada Agreement and engaged at the ministerial level with his North American counterparts throughout the talks.
Prior to his appointment as Secretary of Economy, Mr. Guajardo was elected Federal Congressman for the Second District of the state of Nuevo León. During his term in Congress, he chaired the Committee on the Economy, served as member of the Treasury and Public Credit Committee, and was President of the Mexico-U.S.A. Friendship Group at the LXI Legislature of the Mexican Chamber of Deputies.
Mr. Guajardo has held a number of positions in Mexico’s Federal Government, including: Chief Financial Officer of the Foreign Affairs Ministry (1994-1997); Deputy Minister for Development at the Ministry of Tourism (1997), and; Technical Secretary for Planning, Communication and Liaison at the Ministry of Trade and Industrial Development (1998-1999).
Earlier in his career, Mr. Guajardo served as Director of the North American Free Trade Agreement Affairs Office, based at the Embassy of Mexico in Washington, D. C. (1994). He also was Chief Economist of the Brazil Section and Associate Economist in the Fiscal Affairs Department, both at the International Monetary Fund (1988-1991).
He has been a full-time professor at the Autonomous University of Nuevo León, an assistant professor at Arizona State University, and an adjunct professor at the Wharton School at the University of Pennsylvania.
Mr. Guajardo obtained his B.A. in Economics at the Autonomous University of Nuevo León and later pursued graduate studies in economics at Arizona State University (ASU) and in finance and economics at the University of Pennsylvania.
