Dr. Katherine Tobin served as a Member of the U.S. – China Economic & Security Review Commission for three terms (2013 – 2019). She was first appointed by the Majority Leader of the U.S. Senate, Harry Reid and was reappointed twice.
In February 2019, she was invited to Berlin and Brussels to brief EU parliamentarians, academics and business leaders on the U.S. perspective concerning China, Huawei and 5G. She is currently working to elevate our national and international conversation on critical topics concerning U.S. – China relations and serves on the Atlas Organization’s Board of Advisors. She actively coaches and mentors young China analysts and graduate students in foreign policy.
Her prior experience includes service as Deputy Assistant Secretary for Performance Improvement at the Department of Education under President Barack Obama from 2009 to 2011 and as a member of the U.S. Postal Service Board of Governors nominated by President George W. Bush. She has fifteen years of experience as a business manager, market researcher and consultant at corporate institutions that include Hewlett-Packard and IBM and earlier in her career worked in academia as an administrator and professor.
Dr. Tobin earned a Ph.D. and Master of Arts degree from Stanford University. She earned a Master of Arts degree from the University of Massachusetts and a Bachelor of Arts degree from Skidmore College.
